In the third millennium, with the rapid pace of political and security developments and changes, and the ever-increasing role of technology in human life, the importance of the role of foreign policy in the success of countries in the international system has been increasing exponentially, and in this process, the approach of balance in the foreign relations of different states is of paramount importance; in this regard, the Islamic Republic of Iran, especially in the first year of the fourteenth government, is pursuing a policy of expanding relations with influential powers with a balanced approach in the triangle of the West, China and Russia, and Dr. Pezeshkian's trip to Moscow with the aim of signing a strategic treaty can be evaluated in this direction. Of course, the important question is about how this treaty will play a role in strengthening bilateral relations in all dimensions without creating unnecessary sensitivities in the overall process of foreign relations with different poles in the changing world!

The relations of the Islamic Republic of Iran with the former Soviet Union and, in the post-collapse stage, with the Russian Federation, have always been one of the most important issues in regional and global diplomacy. These relations have always been influenced by various factors, including ideological issues, economic interests, security challenges and strategic opportunities. Considering the role of the Islamic Republic of Iran and the Russian Federation in regional and global strategies, these relations have always been of great importance and have been effective in analyzing regional and global issues. The Tsarist land as the largest influential neighbor has always paid special attention to relations with Iran, and at the same time, the relations between the two countries have witnessed ups and downs. We have witnessed changes at different times at the levels of relations, but one issue, especially in recent years, has been the focus of attention of the leaders of the two countries, and that is the effort and serious will to expand and develop relations, and it can be acknowledged that in the past two or three years, effective measures have been taken to expand relations, and we can be optimistic about a growing process of relations in the coming years. During the visit of the esteemed president, a very important and agreed document was updated and signed in Moscow, and it must be said that this is a basic document that is considered as a legal framework that is the basis for other documents that are signed at other levels and in various sectors between the two countries.

The important issue in the new situation is the undocumented sensitivity of the Westerners, which is more rooted in competition and conflict with Russia and is somehow related to the discussions related to Iran's cooperation with Russia in the Ukraine war, of course, we must admit; the propaganda that is done at the international level is far from reality and the issues that are raised in this regard by the Westerners, part of them goes back to the soft-core Euro-Atlantic competition with Russia. At the same time, the Zionist regime has also made great efforts to exaggerate these cooperations. The reality is that a series of cooperations, as announced, existed in the field of drones in the civil sphere and environmental issues before the Ukraine war, which the Russians may have used for other purposes. But the fact that Iran has provided assistance to Russia in the Ukraine war that has played a decisive role in changing the fate of the war or has been able to be considered a strategic aid, seems to be a propaganda and artificial matter that is mainly exaggerated by the Hebrew-American axis; at the same time, we should not deny that this propaganda current has had negative effects on Iran-Europe relations because for European countries in the current situation, the issue of the Ukraine war is vital. Of course, it is the same for Russia, and for them today the first and last priority is to get out of the war and crisis in a dignified and successful manner, and for the Europeans, confronting and containing Russia has the same feature.

In the current situation, this document is a very important foundation for the movement of the two countries and directing relations towards a strategic partnership; of course, it is not realistic to feel that strategic relations in their true sense will be established between the two countries, and all the necessary components exist. Therefore, relations will move towards a strategic partnership. Because the two countries in a series of issues such as the movement of the world towards a multipolar world, the issue of de-dollarization, confronting the oppressive sanctions of the West and confronting the American hegemony, the liberal system and peace and stability in the Eurasian axis have common goals that can naturally play a role in the importance of relations and their movement towards a strategic partnership.

Moscow is a great power with veto power in the United Nations, which is an important matter in international transactions and regional cooperation, especially in the discussion of the type of influence in the Eurasian axis. Of course, Iran and Russia, in some cases, such as issues related to the Caucasus and Central Asia, etc., have intersecting security interests, and in a way, there has been an almost competitive approach instead of a friendly one in extensive cooperation, especially in the regions of the South Caucasus and Central Asia between the two countries.

In the economic and commercial sector, Russia is a country that has good economic capacities. It has about 700 billion dollars of foreign trade, and Iran has 150 billion dollars of foreign trade. The two countries have characteristics that can help each other in circumventing sanctions. At the same time, there are other issues such as the discussion of Iran's peaceful nuclear program, the nuclear program and the construction of nuclear power plants in Iran. Other issues such as the discussions of corridors and issues related to the transfer of goods exist. In any case, 200 million tons of goods are exported or imported from Russia, and the Russians are interested, considering the closure of direct routes with Europe and a series of other corridors, to arrange part of the 200 million tons using the Iranian route. In any case, relations with Russia have always been important for the Islamic Republic of Iran, there is capacity for the expansion of these relations, and more efforts should be made to increase the level of exchanges. In recent years, the annual growth of trade has been 15 to 20 percent, and a leap should be made in this regard and efforts should be made for it. Certainly, in the future, political, military and security cooperation between Iran and Russia will continue in regional and international issues, which is in the interest of both countries. At the same time, on the one hand, the two countries' attention to the implementation of dozens of signed documents, and on the other hand, creating a platform for the access of Iran's exclusive goods such as dried fruits, carpets, consumer goods, automobile manufacturing industries and summer vegetables to the 140 million population market of Russia is of double importance.
