Speech by Mr. Eduard Lopez Busquets, Ambassador of Spain to Tehran

Mr. Eduard Lopez Busquets, Ambassador of Spain to Tehran, delivered a speech in the Institute of Political and International Studies (IPIS) on Wednesday November 15, 2017. Mr. Busquets outlined the roots and process of the referendum on the independence of Catalonia, pointing out that the majority of the Catalan people were reluctant to independence, and therefore the organizers of the referendum defeated to mobilizing all people of this region. Neither did any of the EU member states recognize this independence, and so the separation from Spain means separation from EU and the loss of all the economic and social benefits derived from EU membership. In addition, the region has economic links with other parts of Spain, and cannot even survive for a day out of this economic system. He noted that the Catalan authority was at the highest level, and they had legal authority in almost all policy areas, including social issues, education and health. However, this referendum was an illegal and unlawful act, and the constitution of any country does not permit the separation of a part of the country. At the end, Mr. Ambassador answered to the questions of the participants.
